Harrell, director, Joint Staff, Alabama Joint Force Headquarters, Alabama National Guard, on the process and procedures for triaging patients, Pelham Range, Anniston, Ala., Dec. 10, 2013. Harrell toured the Region 4 Homeland Response Force (HRF) site where Army and Air National Guardsmen were participating in an external evaluation exercise. The Region 4 HRF is set up to respond to disasters in the Southeast U.S. region. Throughout the exercise, Guardsmen responded to various scenarios that tested their ability to save lives and mitigate suffering in order to ensure their preparedness in the event of an incident or catastrophic event.
